Breakfast Forum: Measure 110 - Helping or Hurting Drug Addiction in Portland?

In 2020, Oregon voters overwhelmingly approved Measure 110, which decriminalized the personal possession of illicit drugs and prioritized drug treatment services over incarceration. 

Since then, Portland has witnessed a surge in challenges related to drug usage, including overdoses, deaths, associated property crime, the co-related mental health crises, and the retrenchment of organized crime syndicates. 

All this has some people questioning whether Measure 110 is achieving its intended impact—or if it is making things worse. 

At our next Forum Breakfast, we’ll explore this question in a civil dialog with proponents both for and against Measure 110. 

Topics will include the consequences of decriminalization, the efficacy and scope of Oregon’s drug treatment services, the impact of harm reduction, and more.
